It's appearing more and more likely that Tee Higgins will play the 2024 season under the franchise tag.
The receiver is seeking either a long-term deal with the Cincinnati Bengals or a trade.
According to a report, the Bengals' offer to Higgins "never approached" the $20 million per year range. The offer wasn't close enough to get Higgins' representation to discuss guaranteed money, so the sides haven't negotiated in more than a year.
Higgins is scheduled to make $21.8 million on the one-year, fully guaranteed franchise tag.
Eighteen receivers are set to make more than $20 million annually this coming season.
The Las Vegas Raiders will sign Michael Gallup to a one-year deal worth up to $3 million, according to sources.
The Raiders already have a bevy of pass-catchers on their roster -- Davante Adams, Jakobi Myers and Tre Tucker, plus tight ends Michael Mayer, Harrison Bryant and rookie Brock Bowers.

The New England Patriots have signed defensive tackle Christian Barmore to a four-year contract extension that could be worth up to $92 million.
Barmore receives $41.8 million in guaranteed money, according to a source.
The deal is the largest ever for a Patriots player not named Tom Brady.
Barmore was selected in the second round of the 2021 draft out of Alabama (No. 38 overall). He was entering the final year of his contract in 2024 and scheduled to earn a base salary of $1.82 million.
The four-year extension is through the 2028 season.
After not playing this past season, Jarvis Landry will participate in rookie minicamp with the Jacksonville Jaguars.
Landry, 31, last played in an NFL game on Dec. 18, 2022, with the New Orleans Saints before being placed on injured reserve with an ankle injury.
He'll be participating in the Jaguars' May 10-11 rookie minicamp as a tryout player.
Landry has 713 career catches for 7,870 yards and 38 touchdowns in nine NFL seasons.
Travis Kelce has agreed to a two-year contract extension with the Kansas City Chiefs worth $34.25 million with $17 million fully guaranteed.
The deal will make Kelce the NFL's highest-paid tight end.
During his age 34 season last year, Kelce caught 121 balls for 984 yards and five touchdowns.
The Minnesota Vikings and Justin Jefferson continue to make progress toward a contract extension, according to general manager Kwesi Adofo-Mensah.
The two sides took a break in negotiations over the weekend during the NFL Draft.
"We continue to have great dialogue with their representatives," Adofo-Mensah said. "The process is still ongoing. We did say, 'Hey, [let's pause] a couple days.' The draft's coming. They have players they represent. We have our process.
"Either way, whenever we sign him, we want Justin to have his whole week. You know that friend that has a birthday that takes the month? I think Justin would deserve his whole month if we signed a contract to celebrate it. We're excited to work towards it. We're going to keep going. You can't have all these plans when you talk about all these visions and not talk about the king linchpin, so we're going to keep working toward that end goal."

The Philadelphia Eagles are signing offensive tackle Mekhi Becton to a one-year deal worth up to $5.5 million.
Eagles offensive line coach Jeff Stoutland encouraged the signing of Becton, a former first-round pick of the New York Jets.
Becton, drafted 11th overall in 2020, had a promising rookie year before missing essentially two seasons due to injury and then enjoying a comeback campaign in 2023.
The Dallas Cowboys have yet to fill their running back need, but the return of Ezekiel Elliott looks more and more likely.
Owner and general manager Jerry Jones would not say the Cowboys have an agreement in place with Elliott, who played for Dallas from 2016 to 2022, but he has acknowledged interest in Elliott.
A.J. Brown and the Philadelphia Eagles have agreed to a three-year, $96 million extension. The $84 million is the most guaranteed money in NFL history for a wide receiver, surpassing the $77 million guaranteed that Amon-Ra St. Brown recently received from the Detroit Lions.
Brown's $32 million average annual value is also the highest for any receiver in the NFL.
Earlier this month, the Eagles signed DeVonta Smith to a three-year extension worth $75 million with $51 million guaranteed.
